What does SOS (Safety Order Cleanliness) mean?

Safety, order, cleanliness: Safety is created through cleanliness and order. For improved safety, precautions are taken for order and cleanliness such as: Equipment removal and return at the same place, keeping escape routes free (appropriate storage), keeping access to fire and rescue facilities free, avoiding tripping hazards, protection against falling objects, etc.
